In this role, Dr. Shoyinka leveraged health system policy and process improvement strategies to assure optimal population health for approximately 1.6 million Philadelphians. As Chief Medical Officer, Dr. Shoyinka led the redesign of Philadelphia’s crisis system and the implementation of 988. In July 2022, Philadelphia was recognized as a model City for 988 implementation by the Biden Administration. Dr Shoyinka’s work in Philadelphia was featured in the Kelley School of Business Alumni Blog in Jan 2024.
Prior to this role, Dr. Shoyinka held several leadership positions. He served as Medical Director for Sunflower and Home State Health plans and Director for the Missouri Behavioral Pharmacy Management program. The latter program resulted in cost savings of over $10 million over a decade. While at Centene, Dr. Shoyinka co-led the design of analytic software that facilitates population health management for individuals with substance use conditions. He is also a co-developer of the SMART Tool, which facilitates self-directed antiracism work within organizations.
Dr. Shoyinka is a Clinical Associate Professor of Psychiatry at the University of Pennsylvania and a Fellow of the Philadelphia College of Physicians. He trained at Yale, Columbia, and NYU, is Triple Board certified and holds an MBA from the Kelley School of Business. He serves on the Board of the American Association for Community Psychiatry, the Medical Director Institute of the National Council, and the Group for the Advancement of Psychiatry.
Dr. Shoyinka’s awards and honors include a Special Presidential Commendation and the Jeanne Spurlock Minority Fellowship Achievement Award by the American Psychiatric Association. He has been recognized as a Black leader shaping the future of Psychiatry by the Scattergood Foundation.
On November 16th, 2023, Dr Shoyinka testified before the US Congress on maintaining access to mental health treatment. Dr Shoyinka is the author of “Understanding Mental Health: A Guide for Faith Communities”. He is a regular guest speaker at state and national conferences.

Dr. Dominique’s primary focuses are trauma, substance use disorders, employee resilience, and issues of diversity. She notes that she likes to use a strength-based approach when working with her clients as it builds a connection and is a reinforcing resource.
Dr. Dominique obtained her doctorate (Psy.D.) in clinical psychology from The American School of Professional Psychology at Argosy University, Washington, DC, and a Master’s (M.Ed.) in Counseling from Virginia State University. Moreover, Dr. Dominique is a Board Certified Coach (BCC) and working towards becoming an ICF Associate Certified Coach.
Cindy enjoys experiencing the world and different cultures through food and travel. She lives in the US with her effervescence Pekingese “Oscar the Great and Greedy.”

Prof. Springer's dedication extends beyond academia through his extensive pro bono work with nonprofit organizations supporting families and children in poverty, primarily in Dallas. He has actively contributed to the Boys and Girls Clubs of Greater Dallas, Champions of Hope, Cornerstone Crossroads Academy, Dallas Bethlehem Center, Jubilee Park & Community Center, and the Parental Readiness & Empowerment Program. His roles have included board membership, program evaluation, grant writing, staff training, curricular advisement, and special event planning, successfully securing over $1 million in funding for these organizations.
Before retiring as Professor Emeritus of Education, In his administrative capacity at SMU, Prof. Springer held numerous leadership positions, including Chair of the Institutional Review Board, Chair of the Faculty Ethics and Tenure Committee, Chair of the Department of Teaching and Learning, and Secretary of the Faculty Senate. He has chaired 24 doctoral and 11 M.A. committees, and has organized multiple symposia for the Society for Research in Child Development.
Internationally, Dr. Springer has served as a Visiting Professor and Research Consultant at Zhejiang University of Technology in Hangzhou, China. He has also directed research symposia at Zhejiang University and Yanbian University and has been an invited speaker at numerous international conferences.
Currently, Prof. Springer is writing a book on the impact of statistics on society since the 20th century and publishes a weekly newsletter, “Statistified,” which interprets studies and data for the general public. His unwavering commitment to both academic excellence and community service marks him as a notable figure in his field.

Armed with her degree, Morenike ventured into the corporate world, gaining valuable experience with Nigerian Breweries in Kaduna and the defunct Finbank which was later merged to FCMB. However, her true calling beckoned her towards entrepreneurship. Recognizing her passion for baking, she took a leap of faith, establishing Rhennyzcakes and Events Ltd which stated in Jos but is now in Abuja. Her transition from a corporate career to entrepreneurship highlights the resilience and courage required to pursue one's dreams.
Morenike's impact extends beyond the realm of entrepreneurship. In addition to her successful business, she founded the RhennyzTeens Foundation, a testament to her commitment to giving back to society. Through this foundation, she provides support and guidance to vulnerable youths, empowering them to realize their full potential. Her dedication to uplifting others underscores the transformative power of investing in women-led initiatives.
One of Morenike's distinguishing qualities is her passion for relationships and marriages. This passion led her to obtain a certificate in marriage counseling, enabling her to assist couples in navigating through challenges and fostering healthy relationships. Her commitment to strengthening families underscores the pivotal role women play in nurturing social cohesion and harmony.
